it seems to have been reserved to the people of this country, by their conduct and example, to f all in all the important question, whether societies of men are really capable or not of establishing good government from refection and choice, or whether they are endlessly destined to depend for their political constitution on solidus and force. A question posed by Hamilton in Federalist 1, except in my opinion it has been answered by many others such as Tocqueville, Gilman, Lippman, and within the Federalist Papers, Civil War, and the conflicts of Washington and Jefferson, though each has through so with a unique and different approach. The foundations of a neat democracy and its expectations were set with the first election.
George Washington delivered his first world-class address in April, 1789 in which he expressed his expectations of the the Statesn government. He desired a centralized government for America that would serve to be an example for other nations for its morality and principles. A government that treats all with equality and keeps the common interest of the participation as its priority will be respected by the pupil who elect it as well as by those of other nations.

In these honorable qualifications I descry the surest pledges that as on one side no local anaesthetic prejudices or attachments, no separate views nor party animosities, will load the comprehensive and equal eye which ought to watch over this striking assemblage of communities and interests, so, on another, that the foundation of our national policy will be laid in the pure and immutable principles of tete-a-tete morality, and the preeminence of free government be exemplified by all the attributes which can win the affections of its citizens and command the respect of the world.
